It's olny the World Series Finals that are best of three. It's a bit different, with only the top 8 players, rather than a full draw with seeds & qualifiers. All others are best of five. The Finals (and maybe Semis, not sure) of this event will be best of five too.

In all tournaments rules of the game apply. However each tournament usually stipulates Conditions of Entry and the format is included. Often things like number of entries, number of courts, time frame of tournament, handicap, timed, eg number of matches to be played over, say, two days, week, etc dictates the format. Maybe the qualifying rounds are best of three, then the main draw best of 5.
All tournamernt entry forms will spell out the rules.
