why the tournament Hurghada International 2011 is not sanctioned by PSA?

The WSF Rules for tournaments must be adhered to when holding a sanctioned event.
My guess is the Hurghada Squash body is not affiliated with the WSF. To be affiliated a member association must pay affiliation fees from its playing members to the International body.
If you click around the WSF website you will see which countries are members, how many members they have, how many courts they have, etc. .
